Something as simple as a small cut on a child in your care can land you on Vermont’s secret child abuse substantiation list; and getting your name removed might just take a Vermont Supreme Court decision.
“In my opinion, the procedure, because it is secret, is ripe for abuse. If the public knew what DCF considered risk of harm, they’d be appalled,” said Deborah Bucknam, an attorney with Bucknam & Black in St. Johnsbury. “I know of a woman, the child had a small cut. The physician said it was a normal injury to any child. This caregiver was substantiated
